LIR Evolution is the legal successor of LIR - Local Development Initiative. Local Development Initiative ceased its work due to the formal structural changes and transformation transfer powers, rights and ownership of projects implementation to LIR Evolution.

LIR Evolution is a non-governmental, development, consulting and research agency. It is qualified to work on different aspects of economic development, environmental protection and management, energy efficiency and waste management. LIR as an Organization has a long-term extensive experience in identification, design and implementation of integrated and development projects funded by European Union and other various financiers. 

LIR's employees and associates have an extensive experience in business development, rural and agribusiness development, Energy efficiency, waste management and environmental protection.

MISSION of LIR Evolution is to implement and coordinate development projects and to offer consulting services for the achievement of the sustainable development based on a balance between economic and energy efficiency without influence on the environment.

VISION is that LIR Evolution is the best instrument that citizens, public institutions, businesses, business associations and non-governmental organizations can utilize for the improvement of economic and social environment on competent and environmentally superior ways, impacting economic efficiency, protecting the environment and saving energy.

LIR implemented projects in energy sector in BIH. These projects were related to promotion and improvement of energy efficiency in buildings and industry; energy efficiency auditing and use of renewable energy sources (biomass, biogas production, solar energy). LIR has experience in improvement of practical knowledge regarding energy efficiency and use of renewable energy, and new technologies and methods. Moreover, LIR experts have experience in providing technical assistance to the private companies, municipalities, business associations and ministries in the sector. LIR will give contribution to improve relationship between private and public sector, to increase level of knowledge and change awareness and present practices regarding promotion of use renewable energy, improvement of energy efficiency in buildings and industries and reduction of green house gases emissions.

The wide experiences of many of the PPs involved in the project will enable LIR and all partners to capitalize results of previous EU projects and initiatives in the specific field of energy in relation to innovation policies.

Technical-economic-financial plans deriving from the project will provide appropriate and tailored technological solutions and will quantify the necessary investments, coherent with targets shared with local communities, stakeholders and policy makers. Plans will be summarized in a Transnational Catalogue of Investment Opportunities and will lay the basis for larger investments originated by private sources and for the new form of entrepreneurship. This will be great opportunity for LIR to gain well-targeted capacity building via an exchange and share of experiences (through transnational meetings, study visits, training seminars) on energy and territorial planning , embracing also the key aspects of the national financial system of incentives to renewable energy production and simplified authorization procedures, as well as a more competent and efficient use of the EC structural funds, EEEF and EIB loans to support the PPP envisaged. Within the context above, the front runners will transfer their experiences and know-how to late runners, but the recourse to highly qualified external expertise will also be pursued, what is the target LIR aims to reach. 

Apart from that, LIR will create a small pilot/demonstration plant for biogas production from a small poultry fattening farm. The estimations are based on previous LIR's work. The investment has a demonstrative and reproducible effect. The plant will be the property of LIR, which will assure its management and maintenance through specific agreements with end users (poultry farmers).
